Building in Bali: KKPR, PBG and SLF Permits Explained

Short answer: to build legally in Bali you need three things, in this order. KKPR confirms your project fits the zoning of the plot. PBG is the building approval, issued before construction starts (it replaced the old IMB). SLF is the certificate that the finished building is safe to use, which you need for legal occupancy and rentals.

1. KKPR: is your project allowed here?

KKPR (Kesesuaian Kegiatan Pemanfaatan Ruang) checks that what you plan to build matches the spatial plan for that plot. This is the most important check before you buy. Some plots sit in protected agricultural zones and cannot be built on at all.

2. PBG: the building approval

PBG (Persetujuan Bangunan Gedung) replaced the IMB in 2021. Your architect submits the drawings and technical documents, and the approval must be in hand before construction starts.

3. SLF: fit for use

SLF (Sertifikat Laik Fungsi) is issued once the building is finished and inspected. Without it, a villa cannot legally be occupied or rented out, and it can be harder to sell.

Typical order and timing

  1. Check zoning (KKPR) before signing for the land.
  2. Buy or lease the land.
  3. Design the building with a local architect.
  4. Apply for PBG and wait for approval.
  5. Build.
  6. Apply for SLF after completion.

Frequently asked questions

Can I build on agricultural land? Usually not without a zoning change, which is not guaranteed. Check before you buy.

Do I need a PT PMA to rent out my villa? If you plan to run a rental business, a proper business structure and licences are needed. Ask a notary which applies to your case.
